PENNSYLVANIA LEVELS THE ECONOMIC PLAYING FIELD
THROUGH WORKERS' COMPENSATION REFORM

"Tragically, ironically, the system we designed to help injured workers was costing healthy workers their jobs. With this reform we preserve the sacred contract between workers and employers. As a result, Pennsylvanians' jobs will be preserved. After all, that's what it's all about -- JOBS, JOBS, JOBS!"

-Governor Tom Ridge

GOVERNOR RIDGE'S WORKERS' COMPENSATION REFORM

Signed into law: June 24, 1996

Act 57, the workers' comp reform bill, was a jobs measure and will allow Pennsylvania businesses the chance to compete on a competitive playing field. Act 57 is good for Pennsylvania workers, good for Pennsylvania businesses and good for Pennsylvania overall. The act encompasses five principals laid out earlier this year by Governor Ridge for meaningful workers' compensation reform:

bulletfacilitate the prompt return of injured workers to the workforce after they recover
bulletpay benefits only to legitimate claimants
bulletmake sure that benefit payments are comparable with pre-injury earnings
bulletreduce the costs associated with litigation and administration of workers' comp claims
bulletguarantee that reform savings will be passed through directly to the employers who pay the premium and benefit expenses
